can a LCD monitor impose seizure?

I enjoy a fellow employee whom claims that they win seizures from a LCD monitor. I do not know how this could be possible as they really do not flicker. Any accepted wisdom?

Answer:

Correct me if I am wrong, but I thought the reason that some culture have seizure from CRT's is due to the refresh rate cause the brain to wig out.

With an LCD you dont enjoy that because the LCD screen is not updated duplicate way that a CRT refresh the screen.

We as a rule cant see it, but a CRT refreshes anywhere from 60 to 120 times/second, I don`t know more depending on a few factors. And an LCD does not liven up the same instrument so the pixels isnt clicking off and on like way.
Seeing that LCD screen are much more colorful and bright, I can see how it may cause someone who have epilepsy to have a paroxysm (bright lights or flickering lights/colors can cause epileptic seizures). But if you don't enjoy epilepsy, I really don't think that's possible.
