Can i use a dell monitor next to a Compaq tower?

yes. you can use of late about any open-handed of monitor with anything kind of computer you want. basically plug it in.

Absolutely. Monitors are not computer specific. As long as it uses a VGA connection, you should be fine. You can also check if it and your PC own DVI connections, which gives a better picture. However, a DVI cable is around $60, so you're probably fine beside VGA. :)
