Can I use an outmoded SVGA PC monitor to survey a DVD beside basically a stand-alone DVD player and no PC?

Answer:

The DVD player's video output would as a rule be an RCA port. If your monitor also has an RCA port, later all you requirement is an RCA cable. You will need speakers too, unless your DVD players have builtin ones.
nope.

you can try a converter, though.

Normally not. The monitor has a 15-pin D-Sub connector while the DVD player have an RCA video out. You might be able to find a convertor box that would allow you to connect the two, but that would probably cost you nearly as much as a spanking new TV set given how cheap TVs are these days.
